The people who created the report do not like testing standards for special education kids at all.
The report does not know if the NCLB is causing the increase in testing scores.
They do say that most teachers are "highly qualified", BUTTTT school districts with high minority populations and rural schools are having trouble getting "highly qualified" teachers. Also special education teachers that are "highly qualified" are a problem as well.
