DEMOCRATS LEADING THE WAY

According to the AP, Attorney General Jay Nixon has filed paperwork with the Missouri Ethics Commission that signals his intention to run for Governor in 2008.

By every measure, the incumbent Governor is in an incredibly perilous situation. According to a recent Zogby poll, Nixon leads Blunt in a head to head matchup for Governor, by a margin of 50-39.

This is the best news I have heard in a few days. Lets hope we have an easy battle, afterall the Governor's Mansion is unoccupied.

Jay Nixon's history seems to be pro residents. His no-call list giving us back our phones, and recent warnings to cities that there are laws permiting using cameras to issue tickets, proved to me he tries to do the "right" thing and not give into special interest groups. We could use a governor who does the right thing and I will follow this race with much hope.

(Uh, whazzup? There is mention here of Joe Maxwell, a sweetie who could win whatever office he ran for in Missouri. Joe has been out of politics recently due to a family situation. So is it to be Joe vs. Jay in a primary? A very difficult choice to make, and a way to drain money from both of them.

I hope they settle things and that one of them runs for Kit Bond's Senate seat.

MO: JAY NIXON FOR GOVERNOR 2008

I reported on August 21, 2005, that Jay Nixon was interested in the 2008 race for Governor. This is by no means an endorsement quite yet.

Today's news is not exactly breaking but he is running for Governor as documents filed today made the race official.

Missouri Attorney General Jay Nixon has filed paperwork indicating that he will run for governor in 2008.

Nixon’s campaign this morning filed an amendment with the Missouri Ethics Commission that shows his fundraising committee, Friends of Nixon, is raising money for a gubernatorial race.

Charles Hatfield, treasurer of the committee, said Nixon intends to run for governor. "I think he thinks that there are a lot of problems in the state right now and that we don’t have the leadership that we need," Hatfield said.

The declaration isn’t a complete surprise. Nixon said in August that he was interested in looking at the race, and he has at times been a vocal critic of the administration of Gov. Matt Blunt, who is expected to seek re-election in 2008.[...]

Nixon was elected to his fourth term as attorney general last November after twice winning election to the state Senate.

He also has made two unsuccessful bids for the U.S. Senate, losing to Jack Danforth in 1988 and Kit Bond in 1998.

Although the 2008 election is still three years away, Blunt already has been raising money at a rapid clip. According to his most recent fundraising report, he has more than $900,000 in the bank.

Nixon’s most recent fundraising report shows he has more than $180,000 in the bank.

Nixon is the first Democrat to announce a challenge, but former Lt. Gov. Joe Maxwell last week told The Kansas City Star, "I’ve not come to the conclusion that Jay ought to be the only Democratic candidate."

And of course I wouldn't think of neglecting the viewpoint of the other side (Republicans) so here's something from Missouri's Republicans. It appears that Mean Matt Blunt (Missouri's young Republican dysfunctional governor, son of Roy Blunt/Blount) doesn't care for what Missouri's revered Attorney General Jay Nixon is up to.

BLUNT QUESTIONS NIXON'S HANDLING OF PRISON ABORTION CASE

Governor Matt Blunt says he's disappointed the state lost its case to keep a female prisoner from getting an abortion. And, he's disappointed in how the case was handled. Blunt is not happy with how Attorney General Jay Nixon defended the state in the matter. Blunt believes the primary defense should have been that it would be a violation of state law to spend tax dollars to transport the female inmate for an abortion. Instead, Nixon's primary argument was that this was a security risk and against Corrections Department policy. Nixon declined the Missourinet's repeated invitations to speak on this story, but his office issued a written statement calling the defense appropriate and aggressive, adding a vigorous defense will continue as the litigation goes forward.

So here's some info on Jay Nixon, Missouri's Attorney General who is now almost single-handedly fighting for truth and justice in the State of Missouri against the new Republican Regime that came into being with the election of Mean Matt Blunt last November, in an election that should have been contested but wasn't and it had something to do with threats, so it has been told to me. Not threats against Claire McCaskill, however. (Long story.)

I haven't included the complete text of any of the items below, but they are well worth looking at to see what a tremendous job Jay Nixon is doing. He should receive top consideration for becoming U.S. Attorney General in a Democratic Administration, but he's running for MO governor, so who knows where this willl go.

Environmental Groups Join Nixon In Defending Katy Trail From Blunt's Assault

According to the AP, yesterday an environmental group joined the effort to protect the Katy Trail from Governor Blunt's reckless assault on it.

An environmental group has entered the legal fray over an old Katy railroad bridge, contending that plans to tear it down could jeopardize the existence of Katy Trail State Park.

A lawsuit filed on behalf of bicyclists by the St. Louis-based Great Rivers Environmental Law Center seeks to block Union Pacific from dismantling the bridge and prevent Gov. Matt Blunt’s administration from relinquishing the state’s interest in the 73-year-old structure.

Sadly, the Blunt administration continues to make false public statements about the legal situation involving the Katy Trail.

“There is absolutely no substance to the argument that the removal of that bridge could create a severance of the trail,” said Kurt Schaefer, DNR’s deputy director and general counsel.

But according to public reports, DNR is in possession of legal advice, paid for with taxpayer dollars that directly contradicts the public statements of Blunt administration officials:

The department also had contracted with attorney Charles Montagne to provide legal advice on preserving the bridge. In January, Montagne issued a memo that said removing the bridge would threaten the corridor that was being banked for possible future railroad use, and in the interim being used as a recreational trail.

They can say they disagree with the advice of their own lawyers, but they shouldn't be able to make the argument that this is some sort of political attack, given that their own lawyers raised the same legal concern.

Why hasn't there been any public pressure on the Blunt administration to release that memo? The press is really letting them off the hook on this one.

NIXON MENDS HIS FENCES WITH BLACK LEADERS

Eight years ago today, then-President Bill Clinton was in town acting as the go-between in a Democratic drama pitting Missouri Attorney General Jay Nixon against many of St. Louis' African-American civic and political leaders.

The situation was so bad that the Rev. Earl Nance Jr. declared that night that he and fellow members of the St. Louis Clergy Coalition were attending Nixon's fundraiser with Clinton at the Fox as "guests of the president" - not as Nixon backers.

At issue was Nixon's longstanding stance in favor of phasing out the state's substantial financial role in the region's school-desegregation programs. Black officials complained that Nixon was talking too much and listening too little.

The dispute broke wide open in 1997 when Nixon announced - with the state Democratic Party's blessing - that he was challenging U.S. Sen. Christopher "Kit" Bond, R-Mo., in November 1998.

City African-American Democrats held a meeting that launched a slogan that has plagued him ever since: "No Way Jay." Some threatened to back Bond, who was openly making overtures.

Then-Gov. Mel Carnahan intervened, as did the Democratic National Committee. And in the end, many of the region's black civic leaders grudgingly endorsed Nixon. They included then-state Rep. Paula Carter, who candidly declared that Carnahan had promised her more federal flood aid in exchange.

Nixon lost to Bond, and election-night exit poll results reported that Bond snagged about a third of the state's African-American vote. Examinations of final voting results indicated that Bond's black support had been much lower, although still good for a Republican.

But what a difference eight years can make. Tonight, Nixon is expected to briefly address fellow attendees at the local NAACP's freedom dinner.

State Senate Minority Leader Maida Coleman, the region's most powerful African-American in the Legislature, said, "Jay Nixon and I have had an excellent political relationship, and we work well together." Added the Rev. Sammie Jones, the Clergy Coalition's current president, "Our relationship is 100 percent better."

Such improvements reflect some give on both sides. The state Legislature ended up forging a final resolution to the school desegregation issue in 1998 and 1999, with the help of then-state Sen. Lacy Clay Jr., D-St. Louis. The deal was similar to Nixon's old proposals.

Nixon says he's tried to learn from his mistakes. "I think I've really worked hard" to improve relationships with African-Americans. Among other things, he cites his longstanding campaign against racial profiling, including enforcement of a statute that requires authorities to keep records on the race of every driver or pedestrian stopped by law officers.

Nixon often can be spotted at events for prominent African-Americans, such as Mayor Francis Slay's recent fundraiser for Atlanta Mayor Shirley Franklin.

But Nance and others tie Nixon's improved relationships with black officials, in part, to one man: Ronnie White.

Many African-American political leaders say they feel betrayed by Bond's 1999 vote to help defeat Clinton's nomination of state Supreme Court Justice White to the federal bench. They assert that Bond promised otherwise before the 1998 election. "Bond lied to us," said Jones.

(The senator denies making any pro-White promises and says his vote reflected concerns about some of the judge's criminal rulings.)

In any case, Nance cautions that Nixon shouldn't expect automatic support for his announced bid for governor in 2008. "Jay needs to really talk with us again ... so we can get a clear understanding of his vision for the state," Nance said.

But Jones says the attorney general's political future may be helped by one fact from his past. Whatever his flaws, Jones said, "Jay Nixon has been honest with us."

AG NIXON FILES LEGAL ACTION AGAINST 33 MISSOURI FEMALE PRISONERS PARTICIPATING IN INTERNET "PEN PAL" SERVICE

Jefferson City, Mo. — Attorney General Jay Nixon has filed legal action in Cole County Circuit Court against 33 women inmates in Missouri to confiscate monies received from Internet pen pal services — some of which featured provocative photos – under a Missouri law allowing the state to recoup the cost of a prisoner’s incarceration.

Through such Web sites as www.writeaprisoner.com, www.inmate-connections.com, www.thepamperedprisoner.com, www.inmatesforyou.com and www.cellpals.com, inmates would pay between $5 and $40 to have their personal ad listed on the Internet, many with provocative, sexually explicit photos. The women inmates would then solicit money from the individuals who were interested in continuing the "pen pal" relationship.

Nixon is asking the court to freeze any and all assets identified in the accounts of the 33 inmates. The 33 women named in the legal action have deposited $291,860 into their inmate accounts while in prison, although many of those assets have been withdrawn and could have been from other sources.

"Missouri prisons are intended as institutions to punish criminals and protect society, not as a place of business at taxpayers’ expense," Nixon said. "It costs the state millions of dollars to keep these individuals behind bars, and if they have the ability to pay part of that cost, they will."

Nixon said that to date, the incarceration expense for the 33 women named in the legal action totals $2,655,029.

Nixon’s office worked with the Missouri Department of Corrections staff to obtain the information to bring these court actions under the Missouri Incarceration Reimbursement Act. MIRA, a law passed by the Missouri General Assembly in 1988, allows the state to claim an inmate’s assets to reimburse taxpayers for up to 90 percent of the cost of their imprisonment. In 2005 alone, Nixon’s office has recovered $626,411 in 219 cases, including 199 judgments and 45 liens on real property. Last year, Nixon’s office collected a record $884,000 from Missouri prisoners.

JAY NIXON WORKING TO CLEAN UP BLUNT-TALENT BRAC MESS

Back in May, the Defense Department announced its plan to move the 131st Air Guard Wing out of state. This critical homeland security unit was put on the UniGroup moving van because Matt Blunt and Jim Talent sat on their hands and let the Bush Administration have its way with Missouri jobs and security.

But Missouri Attorney General Jay Nixon is standing up for us. Nixon announced on Friday that he was suing the Bush Administration over its illegal and dangerous plan.

Meanwhile, Blunt and Talent remain MIA.
