Don't you know, the gentle Congresswoman from Kentucky ® is just making sure that the money is 'earmarked'.
The last quip I heard on this is they should take that ear-marked money and divide it up between the children who have lost the main income earner in the war - and put about 6-7K dollars in an account for each of them to go towards colledge.
