If we elected Michael Project Director, what's the probability we
could convince him to allow us to construct a questionaire and submit it to the
State Chairpersons of both parties to get a quick profile of the grass-roots structure of the two parties?

I read in another thread that Dean mostly by-passed State Chairs and went directly to the county committees. One organizational development approach
is to survey the targeted organizational component for their input and to collect
a data base to profile individual stakeholders and how they co-vary. What significant sub-groups are active? This could be a way of building a fire under State Chairpersons.
