Since there is appropriation involved in today's Senate floor action and much use of Senate Rule XV1 is being applied, I think a reference to just what this parliamentary procedure involves might be of interest.
Further, there are a number of posts on this forum that deride Congress and especially since the election of a slight majority of Democrats last November, fociferously declaiming about the lack of direction changes, I think it might be helpful to post this information.
